Abstract: The constitution of enterprises' innovation potential depends as much on their strategies as on State's intervention. Today, the budgetary cuts in public R&D expenditures shows the increasing refocusing of scientific activities towards the needs of market. For the economists who refer to the evolutionist approach, this change in public policies may slacken technical progress and curb economic growth. It shows at first the growing appropriation of scientific and technical information, motives of innovation by the largest enterprises.
