Abstract:
French regions claim a major role in economic action and innovation. We first examine this ambition with regard to the extent of their responsibilities. Then we try to determine the capacity for effective action of Regions from an analysis of their budgets dedicated to economic development and innovation. Finally, we will study these data in relation to Research and Development domestic expenditure in the entire region. In conclusion, a group of volunteer Regions emerges, facing a group of Regions that can be considered as ?innovation leaders?, despite the absence of a proactive regional institution.
