Abstract: Most of the attention towards this area since 1995 has been devoted either to the European membership process, or to the building of a free trade area. However, while the constraints of the European adhesion introduce an externally driven currency integration, the multiplication of the national States handicaps any interregional budgetary and labor market adjustment. This last one adjusts by informal economy or foreign emigration, leaving again economic flows in each country of the region under a heavy dependence from the outer world.
