Abstract:
This paper aims to assess the ability of the National Environmental Action Plan to change donors activities in order to answer to the requirement of international aid. The study case deals with the NEAP of Madagascar. We use a database collecting 596 projects applied in this country between 1977 and 2002. The main positive and negative results are discussed.
