L'appropriation (ownership) des politiques de développement: de la théorie à la pratique

Abstract:
The ownership of the development policies is the very basis of the new international consensus formulated in the Paris Declaration (2005). The theoretical foundations of this approach remain somehow unclear. The main problem is that the Bretton Woods institutions ?assess? the Poverty Reduction Strategy Papers (PRSPs), so they can be suspected of conflicting interests. A peer review may help to resolve this dilemma, but the main point would be to assess the quality of the process, not the policies, as it is already done in the field of the public finance management.
