Abstract:
New principles emerged from the Conference of Paris seem to undermine one of the foundations of the Washington consensus : the withdrawal of the State. These new principles can offer to the least developed countries a chance to regain control over their development policies. Reality and the magnitude of this ownership will depend on the actual modalities of implementation of these guidelines by the countries. The contribution analyzes some of the essential conditions of implementation of these new orientations.
