Abstract:
This article concerns the actors and the organizations of the fourth pillar of the Belgian international assistance, operators acting in the field of the cooperation beyond the direct or indirect bilateral assistance and the multilateral assistance. The author tries to identify the various types of organizations composing this fourth pillar as well as their main characteristics. He is also interested in the projects implemented by these actors in India and in the Democratic Republic of the Congo.
