Abstract:
Through the case of decentralized cooperation established between Larbaa Nath Irathen (in Algeria) and the township of Saint-Denis (in France), we analyzed the limits and constraints such cooperation can face and which result in relative marginalization and a rather weak recognition on the part of the Algerian State, whereas this type of partnership tends to register significant results at a global level. Basing ourselves on such findings, we suggest some paths of thinking that could give a new dimension as well as sustainable perspectives to these processes.
