Abstract:
This article analyzes the transfer of ?careful urban renewal,? an urban renewal approach established in Berlin, to Yangzhou, a city in eastern China. Combining both a policy transfer and policy learning perspective, this article shows that the configuration of the local state in China limits the city?s capacity to pursue learning and the transfer process. As such, it leaves room for uncertainty. With a weak application of laws and regulations, the action of the local government cannot be predictable. As a result, the capacity of the local administration to institutionalize this approach of sustainable urban development is limited.
