Abstract:
This article examines the emergence of the energy transition as a new reference for Hong Kong?s urban policies within a framework of policies aimed at intelligent, sustainable, and resilient urban planning. Based on the case of the Kowloon East urban project, which is presented as a laboratory for these innovations, the aim is to observe the impact of these innovations on the content of the developments but also on the actors and their power relations in the city?s construction.
