Abstract: While an unemployment policy is a coherent whole aiming to reduce unemployment by supporting job creation and job retention, those pursued in France seem to be unable to achieve this goal. In the context of a long-lasting crisis, strong budget constraint and rising inefficiency of unemployment policy, one can wonder if new measures or reform are to be more efficient, without taking into account the existing measures and their effects.
