Abstract:
Professional counselors of public employment service form the front office of the treatment of unemployment. This article reflects the tension in which these counselors work: their mandate is increasingly difficult because of the high level of unemployment, and it is also more imperative because of the rise of management by results. The focus on workplace led to emphasize the complexity of this counseling activity and the ethical dilemmas that arise: this work is not only a relational activity, involving negotiations with the unemployed; it is also inseparable from interpretative judgments on the situation of the unemployed.
