Abstract:
Income contingent loans for students (ICL) have been implemented in many countries. Based on evidence of some national cases, this article shows that the practical consequences differ with the institutional context. In countries where the students have to borrow in order to pursue a tertiary education, ICL aims at reducing debt level : the scheme downsizes self-selection of students from low-income background, and reduces the career constraints when the diploma is obtained. In countries where there is a tuition-free higher education system, the schemes aims at increasing contribution from former students when they enter the labor market, then preserving some equity principles.
