Abstract:
We briefly summarize various public management reforms since the 1980s in OECD countries and emphasize human resources reforms induced by the new public management. We first try to define what recovers the notion of public management in particular in the management literature and in the field of economics of personnel. We recall the main framework of the principal-agent model and insist on the perverse effects of incentives and performance indicators primarily unequal treatment between users and demotivation of staff and users.
