11. L’opinion des citoyens influence-t-elle les politiques ?

Abstract:
Policy makers are motivated to follow citizens? opinions when they need their votes for being re-elected. However, motivation is not enough, because following properly the wishes of public opinion is almost impossible. The literature emphasizes several devices that governments can use to meet the citizens? demands, especially when they need them ? i.e. when they are unpopular and when the next election is coming. They sometimes follow polls on salient issues. They also try to rely on voters? ignorance and greed. Or, alternatively, they target subgroups in the population who regularly vote, are politically aware or well organized. To sum up, citizens? opinion influences policy, but in a way that is largely beyond their reach.
