13. Revenu universel: à quelles conditions ?

Abstract:
As a tool for fighting against poverty and a policy promoting autonomy, universal basic income is a simple tool that seems to answer to multiple issues. However, it is above all a poorly understood policy: for some it is financially unsustainable, for others it is the enemy of employment. This article explains the mechanics of such a proposal and answers the main objections to it. It also shows, more mundanely, that we can view basic income as a tax reform that makes redistribution simpler, clearer and more efficient, and relieves social workers from administrative tasks, thus allowing them to fully focus on their work of helping people enter the labor market.
