Abstract:
Protectionist discourse has intensified since the 2009 crisis, yet the world has not abandoned free trade. The global economic situation, the presence of a leadership, and the offshoring of labor intensive activities in rich countries (linked to the rise of inequality) have played out in a contradictory way, but the globalization of the ?value chain,? which makes countries more interdependent, remains a powerful obstacle to the generalization of protectionism.
