Abstract: The generalization of access to personal and institutional data on a global scale offers new ways of thinking about public decision-making. This article presents the conditions for a treatment of this data geared towards human development. We develop here the concept of a Human Artificial Intelligence (HAI) and present a project aiming to implement this vision in several developing countries.
