5. Quelles sont les perspectives ouvertes par l’exploitation des données administratives ?

Abstract: Data collected by public administrations can be the object of a statistical treatment that is useful for society, as illustrated by the Mediator scandal in France. Nonetheless, the necessary transformation of this administrative data into exploitable databases is costly, and it is sometimes hard to match with other data sources, such as surveys. This article points out the limitations of access to this data for the public, and in particular for researchers, in terms of regulation, confidentiality, and transparency. It shows how administrative data is sensitive to institutional and political decisions, and how appropriate regulations could open a large part of this precious data that remains unexplored due to access restrictions.
