Abstract: Today, data is a resource, of which the control and trade is the object of power rivalries at an international level, and between a range of actors. This control calls into question the principle of sovereignty in cyberspace, and new power relations between state and private actors arise, both at a national and global level. The protection of individual liberties and internal power relations between states and citizens are at stake here, as data gives rise to the possibility of mass surveillance.
