Abstract:
Considered morally problematic, the French gambling market has historically been banned and then authorized under exemptions granted to a few monopoly operators. The advent of illegal gambling websites then led to the partial introduction of competition in the online gambling market. This article shows that the structure of the gambling market is the result of compromises between economic efficiency, budgetary issues, and moral concerns for the protection of fragile populations.
