Abstract:
To make the low-carbon transition come true, massive investments will have to be carried out. However, their purely private funding is made difficult at several levels. It therefore seems necessary to give public investment efforts a greater role. Yet, the budgetary and monetary rules regulating such expenses significantly hamper their mobilization. The COVID-19 crisis nonetheless gives us the opportunity to rethink our regulatory frameworks and thus the funding channels of the low-carbon transition.
