Abstract:
This article attempts to use Musgrave?s typology of public finances to clarify the outlines of the metamorphosis of the twentieth-century welfare state into a social-ecological state calibrated for the environmental challenges of the twenty-first century. I begin by clarifying the terms of an all-too-often simplified debate on the supposed need for growth to support social policies before detailing each of the three functions of the social-ecological state by adapting Musgrave?s typology.
