Abstract:
The notion of human capital models education choices as optimizing investment decisions. However, with respect to both the predictions of this theory and their contribution to growth, teachers are underpaid. Attempts to measure their marginal productivity, although necessary for academic purposes, raise ethical and technical questions when applied to human resources management.
