Aléas météorologiques et assurance récolte: une histoire de partage du risque

Abstract: Meteorological hazards represent a growing threat to French agriculture under the effect of climate change. This article proposes to retrace this sharing of risk between farmers, insurers, and the State over time. We show that history can be divided into three distinct periods: 1) the State encourages people to mainly use the private insurance market; 2) the State is re-involved in risk coverage in agriculture; 3) establishment of a public-private partnership to hedge these hazards.
