Abstract:
In this paper we aim at studying to what extent reorganizations of the work before implementing the 35-hours work week has influenced firms when choosing their date of implementation of working time reduction through Robien, Aubry I or Aubry II laws. To proceed, we match the business section of the French survey on organizational changes and computerization (c.o.i. [1997]) and administrative data files on working time reduction agreements (r.t.t. [2003]). We consider a firm as reorganized when it uses a greater number of new organizational devices in 1997. Thanks to matching estimators, we show that controlling for organizational constraints helps in explaining a large part of initial differences between reorganized firms and non reorganized firms as to their working time reduction date of implementation, as well as to benefiting from financial incentives.
