Les certificats d’économie d’énergie entre économie et politique

Abstract:
To encourage building renovation and the replacement of old energy-consuming equipment, some governments use a system of tradable white certificates requiring large sellers of natural gas, electricity and fuel oil to finance energy-saving operations. We present the microeconomic analysis of the market for white certificates and relate it to the markets of energy saving works and energy retail. The information asymmetry of energy consumers in assessing energy saving measures that belong to the category of ?credence goods? explain the low quantitative and financial efficiency of the mechanism already highlighted by econometric studies. We also explain that despite this lack of efficiency, white certificates will still be favored by the public authorities because they belong to the panoply of non-punitive, non-fiscal, decentralized and local job-creating micro-policies.
