La disparition des prix de retrait sur les marchés des produits de la mer. Le cas de la France

Abstract: The end of the withdrawal price scheme was implemented on European first-sale fish markets in January 2014. This paper examines the consequences of this floor price system dissolution on both quantities and prices using around 11 million transactions collected in all French fish markets over the period 2013-2014 and a difference-in-differences strategy. We find that quantities of fish sold have decreased between 2013 and 2014 for species concerned by the end of withdrawal prices, while they have instead increased for unaffected species with a differential of 9-13 percentage points. Evidence is less conclusive for fish prices, with a low positive difference-in-differences estimate. Overall, our results suggest that the reform has contributed to preserve fish stocks for species characterized by withdrawal prices till 2013.
