Abstract:
France has a stated objective of dividing by four greenhouse gas emissions by 2050 compared to 1990 level. The objective of the study is to identify public policies that need to be implemented to reach the ?Facteur 4? in the energy sector due to the availability of fossil (ccs) and biomass (beccs) carbon capture and storage. We evaluate the effects of introducing the climate-energy contribution (cec) proposed by the Grenelle de l?environment and we compare the economic efficiency of a variety of instruments using a computable general equilibrium model. The study shows that the most economically efficient instruments are those that also allow ccs and beccs deployment, especially the carbon tax whose revenues are recycled to subsidize beccs.
