Abstract:
The Katowice metropolitan area in the voivodeship of Silesia is an original political experiment. In 2017, it became the first metropolitan area in Poland, thus creating a new level of intercommunal cooperation. This institutional structure marks a turning point in Poland with the creation of new political functions and a new scale for public interventions. The question arises of the democratic legitimacy of this new scale of action. The process of creating this metropolitan area is described. Data are presented from surveys that assess how the local political elite has perceived this phenomenon.
