Abstract:
International labor organizations have formed on a national basis involving the representatives of the affiliated labor unions. These representatives, depending on the power of the union to which they belong, do not all wield as much influence; and this accounts for their positions in international federations. In the European Transport Workers? Federation (ETF), this problem has a European dimension related to the history of relations between the international and European levels.
