Introduction. Expertise et assistance technique dans les « marches » de l’Europe

Abstract:
International public aid, and more specifically European aid, in the territories at the ?margins? of Europe has been little studied from the point of view of its implementation, and little is notably known about the concrete forms taken by the European Union?s Neighborhood Policy (ENP). Even more invisible are the professionals and experts who participate in the development and conduct of this public action, in particular in the national spaces receiving international aid, and who give it meaning and content. How is it implemented and what uses are made of the use of external expertise in this context? How do the funds operators interpret the orientations of these aid programs? And what do these ways of doing and seeing the EU owe to their profiles and trajectories? How does the emergence of international markets for expertise brought about by the influx of international funds transform the relationships of NGOs, associations and local experts among themselves and with national authorities? These are some of the questions that this introduction intends to explore.
