Abstract:
European pre-accession financial assistance to Turkey is examined by focusing on the implementing parties from a perspective of political sociology. The assistance mechanism has reinforced, in specific ways, the country?s central administration, the principal beneficiary of this assistance. However expertise over the contents of projects has not been acquired by the administration; it is controlled by various professionals outside the administration who are specialists in aid. However this weakness of domestic expertise has not brought the administration?s power under question.
