Abstract:
This sociological study of environmental experts and consultants in Albania during the period of pre-accession to the EU examines the many facets of resource dependency that these experts, whether individuals or organizations, have on European institutions and local power-holders. Since the financial survival and political future of these actors in Albania are so tightly linked to EU programs, why do they talk so critically about the EU and adopt behaviors of distancing and disaffiliation toward EU institutions?
