Abstract:
Two types of situations involving the participation of Belarusian experts in the work of the Council of Europe are used to examine how this international organization puts expertise to use. The observation of these situations and an analysis of the experts? evolving social and professional characteristics demonstrate that the uses of expertise are heterogeneous and multiple. For this international organization, expertise served not just as a ?source? of information but also as an instrument of influence in a non-member state and as a communication tool supplementing official diplomatic channels.
