Souveraineté technologique ou isolement ? Conséquences de la guerre en Ukraine sur le secteur russe du numérique

Abstract: Through its analysis of the evolution of the Russian IT sector, this paper argues that Russia?s invasion of Ukraine, the resulting sanctions and the exit of foreign technological companies have reinforced some of the existing trends that came to characterize the sector?s state-market relations formed in the past three decades. One of the trends has been the reinforcement of the neo-prebendal elements of Russia?s capitalist system, becoming an important factor in the choice of strategies of market players adopted according to their target market (international or domestic), customer strategy (B2B, B2C, SME or large firm) and product specialization. Another important consequence of the conflict has been the disruption of the Russian IT firms? learning and selection cycles, which risks have a detrimental impact on the country?s technological development due to the changes in the access to modern technology and the dominant sources of finance and demand.
