Abstract: The international community has to plan for the reconstruction of Ukraine. Although the timetable for reconstruction remains uncertain, steps must be taken now to lay the foundations for faster and easier reconstruction in the future. An effective reconstruction should pursue a ?building back better? objective by focusing on rebuilding damaged infrastructure; increasing investment in energy security; decarbonizing the economy; strengthening the financial sector and providing liquidity to boost economic activity; supporting SMEs; and strongly supporting reforms to modernize the economy, notably through the EBRD?s Ukraine Reforms Architecture framework.
