Abstract:
This paper shows that the chosen method to reform of railway system is not the only determinant of the success or failure of the reform. The methods of reforms are always the result of the intervention of several political elements, cultural, or geographical which can change from one country to another. It is the regulation frame and its degree of flexibility which influence the operation of the private railway companies. What matters mostly is that the reforms generate a truly dynamic railway market which allows railways actors to adjust to changes therefore making benefits, while providing to passengers a good service.
