Revue d'économie industrielle, 2009, vol. n° 125, issue 1, 53-74

Abstract: Showing that the military and space industry, and the semi-conductors industry exhibit different dynamics regarding technical change, this paper gives some insights explaining how two innovative industries can show different rhythms of technical change. We focus on the military and space industry. Studying some specific aspects such as secrecy, budgetary constraints, market structure we propose that such features are not fully satisfying in the explanation of such different dynamics. We introduce the concept of competition by reliability, a situation that prevails in the military and space industries, as a key feature in our understanding of those differences. Reliability has driven behaviours in this industry. It helps to explain the different dynamics observed and the slowing down of innovation in military and space industry after the cold war.
