SIDA et développement: un enjeu mondial

Abstract: This article presents a review of the economic debates about AIDS epidemics in Africa, especially the debates about the (restricted) access to patented drugs and about the intellectual property rights used in international trade (WTO, TRIPs). The paper details the different forms of the impact of the disease on the economy and describes the studies available for the African countries. The ignorance of some delayed forms of the impact (human capital accumulation) could have conducted the studies to underestimate the effect of the disease on the mechanisms of development of this very poor countries. This last statement plaids for a global public intervention at two levels : a re-evaluation of the legislation on intellectual property rights ; the creation of a global fund in which the poor countries could find the concrete results of real world unity and governance.
