Abstract:
Long-term-care benefits provide a particularly telling example of the sorts of problems ? both old and new ? which are confronting our system of social-welfare and, more generally, of social policy in France. After having shown that the current situation as well as the perspectives for long-term care and public intervention in this field rely both on uncertain demographic and health-related developments, as well as ? and above all ? on a system of supply and financing, which no doubt needs to be revamped, the current, interim system and the specifics of long-term-care benefits is described, and a negative appraisal of this experience is drawn up. The reform bill remedies the PSD?s most conspicuous shortcomings and dysfunctional aspects. But inasmuch as it is situated in the ? albeit amended ? continuation of the current system, it leaves a certain number of fundamental issues unresolved.
