Abstract:
This analysis is an attempt to characterize what is at stake in the regulation of R ? D. First, I focus on the environment in which R ? D takes place and highlight the main features that the regulator must take into account to give incentives to innovators. Second, relying on theoretical and empirical investigations, I study the performance of existing policies.
