Revue d'économie politique, 2012, vol. 122, issue 1, 37-66

Abstract: Football / soccer is a very popular sport in France. However, like clubs elsewhere in Europe, French clubs are currently facing some hurdles. The expenditure levels of some of these clubs are considered excessive. What is more, results on the field are not always forthcoming, especially at the pan-European level. We may thus wonder whether resources devoted to football in France are used efficiently. This is the issue we address in this paper, where we study the efficiency of French football clubs in Ligue 1 and Ligue 2 over a period spanning the 2002-03 and 2007-08 seasons. To accomplish this, we use a DEA (Data Envelopment Analysis) model and measure the technical efficiency and scale efficiency of French professional clubs. Our results reveal that, overall, French clubs are inefficient, using more resources than necessary to attain their objectives. Moreover, clubs in Ligue 1 are less efficient than those in Ligue 2, and efficiency has declined over time in both leagues. Finally, we observe that inefficiency seems to be more associated with managerial problems than with the size of the clubs.
