Abstract:
This paper evaluates the impact of the New Cooperative Medical Scheme on household savings by quartiles of income in rural China. Thanks to CHNS data, we estimate the impact of this health insurance on household savings for each quartile of income by using ordinary-least-square and two-stage-least-square estimations. We find a significant negative impact of the participation in NCMS on savings for middle-income households only. This result remains when we control for a possible endogeneity arising when we build savings on health expenses. As NCMS has no impact on health expenditures for all quartiles of income, we conclude that the decrease in savings, associated to NCMS participation, results from a reduction of households income risk rather than a reduction of health expenses.
