Intégrer les bénéfices dans l’analyse économique de la drogue: Une nouvelle arme de politique publique de prévention primaire

Abstract:
According to the rational choice paradigm, an individual chooses to use drugs after calculating the trade-off between its costs and benefits. However, since these consumptions represent an economic and health costs, public policies are implemented in order to discourage teenagers from experiencing and using these substances. These policies primarily use tax increases, consumption restrictions or informing the public about its dangers. In other words, they aim to increase the costs borne by the consumer rather than to decrease its benefits, such as pleasure associated with substance. However, these policies are currently failing to reverse the upward trend in teenagers drug use. In this article, we highlight the importance of considering full spectrum of pleasure associated with drug use, especially the distortion that may exist between expected and experienced pleasure during the first consumption. To do so, we use a theoretical framework of teenagers? drug experimentation in order to define new avenues for public policies. In particular, we encourage the identification, establishment and enhancement of alternative activities to drug use: sporting, creative, etc.
