Une analyse des déséquilibres financiers des collectivités locales en Espagne

Abstract:
In The Spanish local corporations, divided in autonomous communities, counties and municipalities the limited autonomy and the financial inadequacy, like we seek to demonstrate in the article, they constitute a permanent characteristic of their evolution along the time. As consequence of that an unanimous consent exists about the necessity of reforming this given situation the financial deterioration that can take place. The consequences of this inadequacy of resources and of the limited financial autonomy, they have caused that the financial imbalances influence in the behavior of successive governments, for we seek to analyze it in theoretical and empiric way of the situation of these entities. We will use for it a database that will allow us to analyze their situation of autonomy and financial sufficiencies and their consequences, regarding balance or countable imbalance. For we have it an instrument of formal analysis that allows an approach of the relationships space inter (modelo ADRI), and that a derived model of some arithmetic and geometric methods constitutes. To obtain the results we have used the Cartesian graph divided by sectors it has more than enough situations that express in degree the realization of the principles of autonomy (relationship among own and total resources with total employments) and of sufficiency (relationship between total resources and employments) with the theoretical significance expressed previously. Through the analysis that he/she offers us the pattern ADRI we have been able to explain the financial situation of the Spanish local collectives. Classification JEL : R50, R51.
