Vers un indicateur de croissance économique locale pour l'évaluation des politiques de développement rural

Abstract:
The purpose of this work is to realise a quantitative evaluation of the European policy of rural development in two French regions : Burgundy and Brittany (5b programs 1991-1993). In this paper, we propose the use of fiscal data to build a local economic growth indicator at an infra-regional scale. Data come from the local business tax base which can be considered as a value-added indicator under some conditions. This indicator is analysed and considered relevant at a regional scale. Then it is used to characterise economic evolution of space categories and zones helped by European 5b program compared with zones not eligible. During the period 1981-1984, we show a relative improvement of deep rural areas in Brittany whereas we do not find the same situation in Burgundy. This first approach needs to be improved, especially to control « selection bias » which are generated by the method. Classification JEL : C82, R58, H72.
