Abstract:
Information & Communication Technologies (ICTs) are now completely part of the means which can be used by local governments for the development of their area. After a short theoretical review, this article studies the example of the Castres-Mazamet area (in the Tarn Department), by analyzing the methods, the reasons and the first results of the progressive reorientation of local actors towards ICTs.
