La question du franchissement des Alpes: un enjeu de la gouvernance territoriale en Europe

Abstract: Over the two past decades, the Alpine region has been the scene of many innovative experiences concerning both the specific issue of transport policy and broader political goals, such as the Alpine Convention. Today, most of these initiatives have been experiencing a hesitating phase, including the elaboration process of a new and ?pan-alpine? transportation policy, which seemed to be one of the most advanced and promising projects on an alpine scale. After having described the decision making process of the alpine transportation policy, the paper speculates on its future by analyzing different models of territorial governance underlying policy choices. Through the example of the ?Alpine space of transports?, we will see that, behind the different political options discussed in the name of sustainable development, the issue at stake deals with the model of territorial governance which is emerging in Europe.
