Territorialisation de la politique rurale européenne en Emilie Romagne

Abstract:
This article analyses the implementation of the Rural Development Program (RDR) 2007/2013 in Emilia Romagna (Italia). We built an interdisciplinary method to compare the objectives presented in the regional Programme with the economical levers and the institutional instruments actually chosen by the decision makers. We then focused on the tools used to territorialise the 3rd Axis of the Programme, which is more specifically dedicated to rural development. Two conclusions can be drawn from this work. First the choice of specific tools for territorialisation can be explained by the coercitive context in which rural politics are implemented in Emilia Romagna, between renewed objectives of public action and economical, territorial and political powers at stake in the Region. From a methodological point of view, a second conclusion demonstrates the importance of such qualitative analysis of public policies for understanding these political choices and evaluating the effects of instruments of public action.
